Job Context

  • The Earth Society, a Non-Profit Organization dedicated to community development, youth engagement, and volunteerism, is seeking a dynamic Hub MEAL Officer for a project to drive positive change and efficiency in Bangladesh. This position will be based in the Khulna Region. The strategic partners for the project are Department of Youth and Development (DYD), National Youth Council (NYC), National Skills Development Authority (NSDA), Bangladesh Technical Education Board (BTEB), USAID, ILO, EU, and the World Bank.
  • The “Bangladesh Integrated Youth Activity” Is a comprehensive Initiative focused on empowering and engaging young people in Bangladesh. It aims to address various aspects of youth development, including education, skill-building, employment, entrepreneurship, civic engagement, and social inclusion. Through this integrated approach, the program aims to provide opportunities and support systems that enable youth to thrive, contribute to society, and become active participants in the nation`s progress. The project focuses on the youth (18-35) who are not in education employment or training (NEET) and who are living at or below the poverty line (15% will be EET).
  • Reporting: Hub MEAL Manager and Program Manager
  • As a Hub MEAL Officer, this role will be responsible for overseeing and managing the monitoring, evaluation, and accountability processes within the program. The Hub MEAL Officer will play a crucial role in ensuring effective data collection, analysis, and reporting to measure the impact and success of programs and initiatives.

Job Responsibilities

  • Collaborate with Hub MEAL Manager and stakeholders to assist and develop M&E plans, frameworks for project initiatives.
  • Design data collection methods, tools, and indicators to assess program performance and outcomes.
  • Develop systems to track and monitor progress against key performance indicators (KPIs).
  • Establish baseline data and set targets for program evaluation.
  • Data Collection and Analysis:
  • Oversee the collection of qualitative and quantitative data to measure program effectiveness.
  • Ensure the accuracy, reliability, and integrity of data collected.
  • Conduct data analysis using appropriate statistical methods and software.
  • Interpret data to identify trends, patterns, and insights.
  • Collaborate with stakeholders to review and validate findings.
  • Prepare regular reports on program performance, including progress, achievements, and challenges.
  • Present data and findings to internal and external stakeholders in a clear and concise manner.
  • Develop data visualizations, dashboards, and other tools to facilitate data-driven decision-making.
  • Maintain comprehensive and up-to-date documentation of M&E processes and results.
  • Contribute to knowledge sharing and learning activities within the organization.
  • Support the development and implementation of accountability mechanisms for programs.
  • Engage with program participants and stakeholders to gather feedback and incorporate it into program improvements.
  • Identify areas for learning and recommend adaptations or innovations based on M&E findings.
  • Support the dissemination of evaluation results and lessons learned.
  • Provide training and guidance to program staff on M&E methodologies, tools, and best practices.
  • Build the capacity of program teams to collect and analyze data effectively.
  • Support the development of monitoring and evaluation skills and knowledge within the organization.
  • Any other tasks that are assigned by the supervisor.

Educational Requirements

  • Bachelor degree in any discipline
  • Bachelor’s degree in social science, statistics, economics or any other related subject is preferable.
  • Master’s or MBA is preferable.

Additional Requirements

  • Age at most 45 years
  • Strong understanding of M&E methodologies, tools, and approaches.
  • Proficiency in data collection, analysis, and visualization software.
  • Knowledge of statistical analysis techniques and data interpretation.
  • Strong organizational skills with the ability to manage multiple tasks and prioritize effectively.
  • Excellent communication skills, both written and verbal, presentation and reporting skills
  • Ability to work collaboratively and build relationships with diverse stakeholders.
  • Familiarity with accountability and learning principles in program evaluation.
  • Experience in capacity building and training is a plus.
  • Ability to work effectively in cross-functional teams and build strong relationships with stakeholders.
  • Strong problem-solving and analytical skills, with the ability to identify and resolve project-related issues.
  • The willingness to work during flexible hours.
